DALLAS – President Donald Trump said Wednesday night that he will send $5,000 to every adult U.S. citizen if Republicans keep control of both chambers of Congress in the November midterm elections.

He called the payment the “Trump dividend” and said the only condition is that the money be spent inside the United States. He gave no cost estimate, funding mechanism, eligibility rules, or timeline.

Trump made the promise in a keynote address at the Republican midterm convention at American Airlines Center in Dallas, the party’s first convention of the cycle.

“If the Republicans win the House of Representatives and the United States Senate, both of them … I will issue a dividend to every adult citizen in the United States of America for $5,000,” he said. He compared it to “a cash distribution to its shareholders” by a successful company.

On the spending condition, he said, “We don’t want you going to Canada to spend the money.”

Trump credited tariff revenue, foreign investment and the government’s equity stakes in companies, and said the federal position in chipmaker Intel had returned $50 billion to $60 billion in a matter of months.

The Treasury bought 433.3 million Intel shares at $20.47 each in August 2025, a 9.9 percent stake that cost $8.9 billion, according to Intel’s announcement. Bloomberg reported the holding was worth about $36 billion by late April, and it rose further in May on a preliminary deal to make chips for Apple.

Trump has promised direct payments before. He has floated a $2,000 tariff dividend since November 2025 without delivering it, and sent $1,776 “warrior dividend” checks to 1.45 million service members in December.

Treasury Secretary Scott Bessent said in November that the $2,000 payment would need legislation. Trump said in January he believed he could act without Congress.

The White House has not released a cost estimate or legislative text for the $5,000 payment. Election Day is Nov. 3.
